Billy H. Stanfield Jr.
Enterprise and its nationally known Violence-Free Zone Initiative, the cities include Atlanta, Baltimore, Dallas, Milwaukee, Washington, DC, Richmond, VA, Chicago, Salisbury, MD, Prince George’s County, MD., Chester, PA, and Queens, NY.
Bishop Stanfield ministers at churches around the country and speaks motivationally at high schools and penal facilities. He has served as a panelist, presenter and keynote speaker for several youth summits and forums across the country. He has been presented numerous awards for his efforts through New Vision Youth Services including Baltimore Magazine’s “2006 Top Ten Baltimoreans of the Year”; Governor’s Volunteer Service Certificate from Governor Martin O’Malley and Certificate of Recognition from Mayors Sheila Dixon and Stephanie Rawlings-Blake. The Baltimore Sun has also featured several articles including a front-page article titled, “Suburban Gangland” and “Drug Czar Praises City’s Program” that describes the event where White House’s Drug Czar John P. Walters held a conference to describe the efforts and successes as well as the need for New Vision Youth Services. New Vision Youth Services has been recognized by the Johns Hopkins Center for the Prevention of Youth Violence for their outstanding work with youth which has resulted in a collaborative partnership.
Executive Director
Bishop Billy H. Stanfield Jr is founder and executive director of New Vision Youth Services, a youth development organization designed to create an alternative youth culture through mentorship, restorative practices, social, emotional, character development, and life skills training. A Baltimore native, Bishop Stanfield was educated in the Baltimore Public School System through middle school. He excelled in basketball and was recruited by Cardinal Gibbons High School, one of the top academic and basketball programs in the Baltimore metropolitan area. There he graduated and became an All-American high school basketball player. Bishop Stanfield has two earned degrees from Ohio Christian University one in Leadership and Ministry where he graduated summa cum laude and a Master of Arts in Practical Theology.
As a modern-day Joseph. Bishop Stanfield understands that God has called him to be a bridge builder. Through the ministry of New Vision Youth Services and its Positive Impact Movement Program, The Lord has worked through him developing and implementing ministries for at-risk youth and families in Baltimore City Public Schools and communities in partnership with the Mayor’s Office of Baltimore City, and around the country since 2005. Oleonta Stanfield
Program Administrator
Oleonta Stanfield was educated in the Baltimore City Public Schools Systems at Southern High-Honors, a graduate of Morgan State University (B.S. Finance-Honors), and University of Phoenix (Master of Information System-Honors) and will entering her Doctoral Program in Theology in the Spring of 2024. In 2003, she was initiated into the Alpha Delta Chapter of Alpha Kappa Alpha Sorority, Incorporated. She participated in various capacities and was a member of the step team. After graduation, she transitioned to the Rho Xi Omega Chapter and served annually on the prayer breakfast committee.
Oleonta has worked in various capacities and with her growth and expansion of New Vision Youth Services to other cities around the country and a staff of over 40 employees working in the Baltimore City Public Schools Systems and has over 23 years of working in a financial and information system capacity. During her college tenure, she worked a full-time job as a teller with Bank of America while carrying a full college credit load each semester. She was hired to work at the CIA in Virginia after college as an account manager, but Oleonta decided to stay local in Baltimore and has held a job as a Financial Analyst after college with the State of Maryland, Erickson Living as Administrator and Functional Analyst. Currently, she manages the day-to-day task at New Vision Youth Services as Program Administrator. Highly trained and organized with a strong commitment to excellence. Oleonta is polished and proven communication and interpersonal skills with the ability to manage, inspire and motivate staff while adhering to strict policies and procedures. Well-qualified and results-oriented IT and Financial professional with successful experience in positions of increasing responsibilities and duties with special emphasis in financial information management systems.
Oleonta enjoys working in the community of Baltimore City with the youth and she is very passionate about seeing them become successful. She is a wife, mother of 8 children (bonus mom of 6 with 8 bonus grandchildren). Oleonta is a proud band and basketball boy mom and loves morning walks to get her day started. It’s a privilege to serve the community.
Jason Sumerville
Program Manager
Born and raised within the surrounding Baltimore community, Jason Sumerville is a proud alumnus of Woodlawn High School. He furthered his education at Baltimore Community College, achieving an impressive accomplishment by graduating in 2017 with High Honors and a degree in Business Administration.
Mr. Sumerville's journey with New Vision Youth Services began in 2009, when he joined as a dedicated mentor at Frederick Douglass High School. Demonstrating strong dedication and displaying strong leadership qualities, he ascended the ranks and secured a significant milestone in 2011 by being appointed as the site leader for three schools: Connection Elementary/Middle School, Diploma Plus, and Institute of Business and Entrepreneurship.
In 2017, recognizing his exceptional abilities, Jason was elevated to the role of program manager. In this capacity, he assumes the responsibility of overseeing PIM (Positive Impact Movement) sites, providing vital support and guidance to local site leaders. His role involves orchestrating daily activities aligned with the organization's objectives, conducting thorough evaluations of program strengths and areas for improvement, and innovating new initiatives to further the organization's goals.
With a wealth of experience encompassing project and program management, conflict resolution, problem-solving, team building, and motivational skill, Jason Sumerville excels as a program manager. Drawing inspiration from the Executive Director of NVYS, he has strategically enhanced program operations, proactively adapting and refining strategies to create an environment where New Vision Youth Services effectively mitigates youth violence and fosters a positive impact on the lives of young individuals.
